Appendix B of OMB Circular A-123 serves as a framework for agencies to best manage their Government Charge Card programs. The circular requires each agency to provide initial training to all account holders and account managers prior to appointment and then at a minimum every 3 years thereafter. GSA offers free Government-wide training courses to all agencies through the GSA SmartPay online training website.
Note: Some agencies prefer to provide their own agency specific training or require that training be completed more frequently. It is recommended that each person contact their agency program coordinator and become familiar with agency specific training policy before completing online training.
